When the total is too high, revise the route before trimming the emergency buffer. Remove an avoidable hotel move, compare the full cost of the flight, change the hotel area only after counting transport, and replace optional activities last. A smaller subtotal creates a smaller buffer naturally; setting the buffer to zero only hides uncertainty.
